I've been collecting Photoshop tutorials for a while, and these are some of the best I've seen! If you don't have Photoshop, try out the GIMP. it's a free program that's very similar to Photoshop.
Here's my list:
How to draw hand-crafted pixel art
Create a digital camera with wooden accents
Create an ecological fairy tale wallpaper
Create a cartoon car similar to the Cars movie
Create a glass shatter effect
Make an egg planet
Super Easy Typographic Portrait
Design a grunge style portrait
Make an Avatar-style movie poster from your own photo
Create a stock photo orange drink
3D Car tutorial
Create cartoon characters
Defy Gravity
Again, if you don't have Photoshop, never fear!! I highly recommend the GIMP (click it to go to the homepage). It's absolutely free, and the tools in it are almost the same as Photoshop. If you need help learning how to use the GIMP, go to this website.
Have fun!

I found this and was very impressed. Pixlr is a sort of online Photoshop tool that lets you creat graphics and edit photos all online! There's no downloads required (however you can download one of their little applications to open images directly into it), and it's completely free! Pixlr "brings you advanced online image and photo editing tools, just choose your flavor, jump in and start creating!"
